Project Summary

The Code Official Digitalization and Efficiency Support (CODES) initiative is a collaborative effort led by the International Code Council (ICC) and partner organizations that sought to digitalize building code enforcement. The project specifically targeted small municipalities with limited resources in New York to help them shift from traditional paper-based processes to electronic systems. By gathering feedback from various stakeholders, CODES team worked to identify obstacles that prevent successful implementation and developed educational materials and training programs to build capacity among code enforcement personnel.

RR conducted a literature of existing digital tools and services available on the market for codes and energy code. The team led the development of a digitalization roadmap that provides high level guidance to jurisdictions to digitalize their code/building departments. RR also led the development and delivery of a stakeholder engagement session and individual interveiws building code officials within ICC’s national network to gather feedback on best practices and gaps that exist in the digitalization process.
